Southend — Level 4 Qualification: Working with Children, Individuals and Families

As part of its transition toward a Family Hub model, Southend recognised that workforce development would be essential to delivering consistent, high-quality support for families. The authority wanted staff to gain a recognised qualification that strengthened whole-family working while aligning with both national policy direction and local service changes.

Our role was to design and deliver a programme that not only met qualification requirements but also embedded practical learning directly into day-to-day practice with families and multi-agency partners.

The Challenge

Southend was moving toward an integrated Family Hub approach, requiring practitioners to work differently, not just supporting children, but working holistically with entire family systems.

Staff were already confident and skilled in their family support so this training was an opportunity to learn together to strengthen their approach and confidence whist gaining a recognised qualification.

  • Learning had to directly support real casework
  • Practitioners needed confidence in multi-agency working
  • The workforce had to understand changing national and local agendas
  • Skills in family-led decision making and resilience-building needed strengthening

The authority wanted training that would not feel theoretical, but instead enhance current practice and improve outcomes for families immediately.

Our Approach

We enrolled 10 practitioners onto the ATHE Level 4 Qualification in Working with Children, Individuals and Families, a programme previously completed by Southend managers and staff. This ensured organisational consistency and credibility within the workforce.

The programme was designed around participants’ real roles. Rather than learning in isolation, staff used live family cases, current partnership working and active interventions as part of their learning and assessment.

We embedded learning into:

  • family support work
  • safeguarding practice
  • multi-agency collaboration
  • engagement with parents and carers

This approach ensured learning was applied immediately, not after the course.

What We Delivered

The qualification consisted of three core units.

1. Engagement and Communication — Building Effective Relationships

This unit focused on the foundations of effective family work, including:

  • engaging all members of the family
  • safe and professional relationship building
  • challenge and professional curiosity
  • appropriate boundaries
  • attachment theory
  • understanding family functioning

Practitioners strengthened their confidence in difficult conversations while maintaining supportive and safe relationships.

2. Assessment, Tools and Planning

This unit equipped staff with practical tools for structured family support work, including:

  • assessment approaches used in family support
  • collaborative working with multi-agency professionals
  • developing SMART family plans
  • partnership-based planning
  • leading and contributing to Team Around the Family (TAF) meetings
  • Family Led decision making

Participants learned how to move from identifying need to implementing coordinated interventions.

3. Supporting Families Towards Independence and Self-Reliance

The final unit focused on sustainable change for families, covering:

  • cycles of need and intergenerational patterns
  • entrenched and complex needs
  • motivation and behaviour change
  • resilience-building
  • supporting access to education, training and employment

This supported practitioners to work beyond crisis intervention and toward long-term positive outcomes.

The Impact

The programme strengthened both individual practice and organisational readiness for the Family Hub model.

Outcomes included:

  • increased practitioner confidence
  • stronger engagement with families
  • improved multi-agency working
  • clearer planning and structured interventions
  • greater understanding of system change
  • improved focus on family resilience and independence

Staff reported feeling better equipped to support families holistically rather than responding to individual issues in isolation.

Result

By aligning the qualification with real casework and organisational change, the programme supported workforce development while directly improving service delivery. Practitioners were able to immediately apply learning into practice, strengthening family engagement and helping move families toward independence and self-reliance.

Southend now has a more confident, skilled workforce prepared to operate within the Family Hub model and deliver consistent, whole-family support
