Tom Savory is a highly experienced leader of Children's Services with wide-ranging experience of strategic commissioning, operational delivery of services including looked after children and safeguarding social work services, business transformation and organisational change management. He has 20 years of social work and leadership and management experience including service improvement, safeguarding diagnostics, change management, inspection readiness, and undertaking work in relation to serious case reviews.
Tom’s professional background is in Children and Families Social Work, as social worker, Child Protection Team manager, Service Manager, he has extensive experience of running regulated services having been responsible for the management of looked after children’s services. In his previous role as area director he was responsible for Children’s Services across a large area. He has run services responsible for engagement with children and young people, user led organisations and the wider third sector.
Most recently Tom has been working in London Boroughs supporting preparation for inspection for Looked After Children and Leaving Care.He has also worked on professional social work quality standards, supporting the transition into new ways of delivering social work.
Tom also led the development and implementation of looked after children strategic sufficiency framework that delivered significant reductions in costs and increased choice and quality.
Tom has a strong personal commitment to improving outcomes for children and young people, in particular those who are the most vulnerable and disadvantaged. His work as a senior leader in Children’s Services has benefitted from the strong roots developed as a social work practitioner. He is fully committed to partnership working and keeping the needs of children at the centre of policy and of quality systems.
Tom is a registered qualified Social Worker. He has an MBA and a special interest in leadership in social care. He has interest and current experience of coaching and mentoring operational leaders in social care and health organisations.
