Best Start Evaluation & Continuous Improvement

Understanding impact and using evidence to strengthen Best Start Family Hubs.

Local areas need to understand how effectively their Best Start Family Hubs are reaching families, integrating services and improving outcomes for babies, children and parents.

Interface provides independent evaluations of Family Hub services, programmes and wider systems. We combine qualitative and quantitative evidence to explore what is working, how and why it is working, where further development is needed and what will support future improvement.

Our experience of Family Hubs, early intervention and integrated services enables us to look beyond performance data. We engage with leaders, practitioners, partners and families, review pathways and practice, and consider the wider conditions that enable successful delivery.

Our evaluation support can include:

Independent evaluation - Designing and delivering proportionate, mixed-method evaluations of individual services, Family Hub models or wider Best Start systems.

Stakeholder and family engagement - Gathering the experiences and perspectives of families, practitioners, leaders and multi-agency partners to understand how services are experienced in practice.

Data and evidence analysis - Bringing together available performance data, service information and qualitative evidence to build a rounded picture of reach, delivery, outcomes and impact.

Economic evaluation and value - Exploring cost-effectiveness, value for money and, where appropriate, the potential social and fiscal benefits of services and early intervention.

Practical recommendations - Translating findings into clear, realistic recommendations that help partnerships strengthen delivery, prioritise future development and support sustainable improvement.

Our approach

Every evaluation is different. We take the time to understand your local context, priorities and objectives, designing an approach that is proportionate, practical and tailored to your needs.

Our approach is collaborative, pragmatic and flexible. We work alongside local partners while providing the independent perspective, objectivity and constructive challenge that supports continuous improvement.

By combining robust evidence with practical experience, our evaluations provide meaningful insight that goes beyond measuring impact. Our reports are clear, practical and focused on helping local areas understand what is working well, what is driving progress and where further improvements can be made.

Our independent evaluations combine quantitative evidence with the voices and experiences of leaders, practitioners, partners and families, providing a rich understanding of both impact and the factors that support successful delivery.
