Wilshaw - the quality of children's social care is "a leadership issue".

The head of Ofsted Sir Michael Wilshaw has questioned the focus of directors of children's services, suggesting that maintaining good-quality services is simply a matter of "common sense", but they "get it wrong, again and again".

Wilshaw said that the quality of children's social care is "a leadership issue".

"Like schools, it is a challenge for the system to ensure there are enough good leaders coming through to lead one of the most difficult parts of public services," he said.
